Goal

Peer node MMEs cannot establish SCTP connections through the IPFE TSA address(es). The IPFE receives the SCTP INIT messages but no reply messages go out to establish the connection.

Issue addressed and connections came up as a result of firewall/routing changes done by customer in customer network
