Goal

Qn1:Error: observed (Could not re partition drive E): while creating target USB_R46.5
 

Solution

 To recover the error observed either of the following steps should be followed:

STEP=1 you need to try with different SPARE USB if available on site. OR
STEP=2 If you do not have a spare USB on site. try formatting the USB on Eagle using below command. To format the USB you need to insert the USB into Active MASP card in Eagle. OR

format-disk:type=usb:force=yes

STEP=3 so other option would be to download target Release file on system , open file to get to .tar.gz file and just copy it to the USB that has been formatted for FAT in pc.
