SolutionIf the Active route group is unable to forward the Request message to the peer then the Request Message can be sent to another Route Group in same Route List provided "Route Across Route Group" Option is enabled. You can verify if "Route Across Route Group" Option is Enabled on Active SOAM GUI:

One or more Route Groups within a Route List can be used for routing messages when the Route List is selected for routing based upon a user-configurable per Route List attribute called “Route Across Route Groups”. Each Route Group within a Route List is assigned a “current-priority” which is used by DRL when routing messages. The Route Group in the Route List with the highest “current-priority” is called the “Active Route Group”. Route Groups within the Route List with a lower current-priority serve as backups to the Active Route Group. These “backup” Route Groups are referred to as “Standby Route Groups”. If the Route List attribute “Route Across Route Groups” is disabled, then only the Active Route Group can be used when the Route List is selected for routing a message. However, if this attribute is enabled, the Active Route Group will initially be used for routing a message but, if the message cannot be routed with the Active Route Group, then the next highest capacity Route Group within the Route List will be tried until either the message is successfully processed or all Route Groups in the Route List have been tried.
