Goal
We are trying to create a CEX parameter config for the 3GPP Sta application.
The peer vendor doesn't want the vendor-id to be 10145, and the configuration doesn't say that a vendor specific ID is required, but it gives an error when attempt to create without a vendor ID
Solution
Since 16777250 - 3GPP Sta is a Vendor Specific Application ID (within the range 16777216 - 4294967294), it cannot be entered without a Vendor ID.
You can see the same in The Application ID field description that says:
Range = 0 - 16777215 for Standard Application Ids,
16777216 - 4294967294 for Vendor specific Application Ids and 4294967295 for Relay
