Goal
Why does the DSR appear to be receiving Answer message from upstream peer but replies with 3002 "Unable To Deliver" to the downstream peer instead.
Solution
Further investigation showed that the DSR is ignoring the Answer messages received with the T flag (potentially retransmitted message) set in the Diameter Header of the message. This is according to the Diameter Specification in RFC 6733 Section 3 which shows that this T bit MUST NOT be set in Diameter Answer Messages.
