Goal

To answer the general question on why the Forward_TSN is sent by an SCTP endpoint (i.e., the DSR)

Solution

The Forward_TSN chunk type is part of the SCTP protocol and is used by the sender to inform the receiver to move the cumulative acknowledgment forward.

This means that if the receiver of the Forward_TSN had previously indicated that a TSN was missing in the sequence, the sender of the Forward_TSN is now indicating that the missing TSN would not be sent and that the receiver should move the cumulative acknowledgement up to include the missing TSN.
