Bug 20669905 has fix for incorrect reporting of major and critical alarms. This bug fix is in the latest available release of 46.3
1) Can you confirm if this bug is actually fixed or not?
2) What does Oracle TAC recommend we do to fix this issue.

Solution

Bug 20669905 is fixed in the release 46.3.0.0.2-68.28.0. If you are currently running SW Rel 46.3.0.0.2-68.28.0. and are experiencing this issue, Oracle TAC recommends the following steps be performed to see if this will clear the issue you are currently experiencing.

In the maintenance window follow steps listed below.

First try these steps below and afterwards check to see if the alarms from the rept-stat-trbl and alarm banner match.

i) Re-seating MDAL card.

1) Remove MDAL card on location 1117 from the system.
2) After 5 minutes insert back MDAL card on location 1117.

If the above steps do not correct the issue then execute these steps listed below and afterwards check to see if the alarms from the rept-stat-trbl and alarm banner match.

ii) Re-seating MASP cards.

1) Verify which is the active and standby MASP with the command rept-stat-db
2) Remove standby MASP from the system.
3) After some minutes insert back standby MASP.
4) Once standby MASP is IS-NR, remove active MASP from the system; this will cause a MASP switch-over.
5) After some minutes insert back MASP removed on previous step, this is now the standby MASP.
