Goal

Resolve ETG Throttling Failing to Activate.

Solution

When this bug# 25392005 condition exists, it can be confirmed on the MP with the issue by doing the following:

# pegstat -W -mSms*Update*

For MP that has issue with aggregation, will not have any measurement being pegged. e.g.

<<<<<=== loop=6 01/13/2017 16:43:04.827 deltaT=12.041 ===>>>>>
SmsTxUpdateReq[2]: ..............0 0.00 /s
SmsRxUpdateResp[2]: ..............0 0.00 /s

If the issue exists contact Oracle support.

Workaround:

Verify which MP is the Active DA_MP_Leader (this can be done on all MP's to verify their status)

# ha.mystate | grep DA_MP_Leader
DA_MP_Leader Active C1317.125 0 0112:105048.437
From active MP do:

# ha.push -r DA_MP_Leader -t 10
Confirm using step 1 command that there is a new Active DA_MP_leader
