Goal
What is the reason of setting secondary tertiary in data source?
and what PCRF use secondary tertiary for?
Solution
Answer:
There are primary, secondary, tertiary servers for Sy data source configuration. When PCRF wants to setup a new Sy session and detects primary
link is down, PCRF will send SLR-initial message to secondary, then to tertiary if secondary is also down. Please note this is only applied to
SLR-initial message, not including SLR-update and STR messages. This behavior works as design which means PCRF will utilize secondary or tertiary servers
only when PCRF cannot establish new Sy session on primary server.
PCRF connect to OCS through CPGs. So, Sy data source servers are
all CPGs. The CPGs servers are all sync the Sy session information.
Answer:
When configuring OCS primary, secondary and tertiary servers, it requires to fill "Identity" and "Primary Address". Since now in KT env PCRF connects CPGs
first and then connects OCS indirectly, here "Identity" should still be OCS identity(not CPG identity) because CPG needs to use this diameter identity to
find the correct OCS server, and "Primary Address" should be IP address of CPG because PCRF uses this IP address to connect to CPG.
Although CPGs are syncing the Sy session information, OCS servers are not sharing the Sy session information.
So if PCRF sends SLR-Update/STR to secondary CPG server with a different OCS identity when primary link is down, CPG will route the message
to a different OCS server according to this different OCS identity, not the original OCS server. From PCRF perspective, this does not help, so PCRF
will not try secondary/tertiary servers when primary is down.

FIX:
In a summary, if customer wants PCRF can send SLR-U/STR to appropriate OCS when primary link to CPG server is down, we may need to consider to
re-construct the current design and this is an enhancement requirement, please contact PLM for this.
