Eagle is issuing the UIM 1250 "SCCP rcvd undefined Map Op-Code”.
Question : why this packet is received without opcode ?

Solution

Eagle is issuing this UIM because it is receiving messages with an undefined OpCode.

The undefined OpCode received by the Eagle is the value 36.

The value 36 is not a known Opcode.
The "*" is not provisioned in your MAP screening configuration for Opcode. if you configure a "*" value then Eagle will process all received undefined values according to the rule for "*" and you will not't get this UIM.
The unknown OpCode=36 comes from OPC=s-1020
