The upgrade documentation contains some errors. Sorry for the inconveniences.

Command Failed: Error reported during Validation

Failed to CHKREL error while running ACT-UPGRADE:ACTION=CHKREL:SRC=FIXED command.

This is documented under BUG: 22271372, which is fixed in R46.3.

chkrel may fail, but it will not affect the functioning of upgrade. You can skip this error report and also continue with upgrade.

And Oracle recommends to use latest doc for the releases they are trying to upgrade. In their case, I can see they have upgraded from 45. to 46.2 so they must use E54340 Revision 2 only.
