Goal
WebCI & BlueCli error "Failed to connect to oamp manager" after logging. Provisioning also not working.
Solution
Following errors were reported while logging through WebCI and BlueCLI

Solution:-
We found that xmldataserver had run out of connections to DAS in /var/log/messages file. So we restarted xmldataserver on the active blade.Once that was done, WebCI and BlueCli became accessible.
Release 7.7 can have maximum of 256 connections for XDS. However, in release 9.1 the number of XDS connections has been changed to 50.The Maximum number of Connections of XDS is set to 50, the error will be returned by XDS, when 50 connections is reached. This is specifically done to limit the no. of connections from XDS to DAS and reduce the load on these processes and this is the optimum value which the development team came up with.
It is suggested to upgrade the HLR to the latest software release for more robustness.
