Goal

All circuits between two signalling points (SPs) are not being utilized. Only even circuits are being used while odd circuits are not being used.
 

Solution

Eagle STP is only used to carry the signalling MSUs between the entities. It does not perform the CIC allocation.
CIC allocation is done by the end point exchanges/MSCs.
Check how the setting has been done for CIC allocation on the end point MSCs.
