In file: /Tekelec/WebNMS/conf/tekelec/common.config
the csvinput directory should be changed from
/root/E5-MS/measurement/csvinput
to
/var/E5-MS/measurement/csvinput
Solution
Bug 21858473 created for this issue.
Starting OCEEMS release 46.3.0.0 Path is updated to /opt/E5-MS/measurement/csvinput/ in common.config file and
a non-root user is able to upload measurement reports from STP to this path.
