Page 110 of User Guide shows details of how to change the time display format. The ‘default’ is stated as 24 hour, this should be 12 hour as default.
because:
a. The present releases use 12 hour format. The default should be 12 hour as many sites are used to this.
b. We do not want all existing sites to be changed to 24 hour format as a result of R46.2 upgrade.

Default time format has been changed from 24 hrs to 12 hrs format in EMS code.

So now 12 hrs time format will be displayed in Event/Alarms.

User will have the option to use 24-Hrs time format if needed. Parameters have been provided in two files for a user to switch between both the time formats.

User will need to update following two files with same time formats and then restart the server to make the change effective.
1) File name: /Tekelec/WebNMS/conf/tekelec/server_conf.properties
 Parameter to be updated: SERVER_DATE_FORMAT=, where
  can have two possible values:
  MMM dd,yyyy HH\:mm\:ss (This will enable 24-Hrs Format)
  MMM dd,yyyy hh\:mm\:ss a (This will enable 12-Hrs Format)

2) File name: /Tekelec/WebNMS/conf/clientparameters.conf
Parameter to be updated: DATE_FORMAT=, where
  can have two possible values:
  MMM dd,yyyy HH\:mm\:ss (This will enable 24-Hrs Format)
  MMM dd,yyyy hh\:mm\:ss a (This will enable 12-Hrs Format)
