When replacing a CMIOU, the CMIOU FPGA firmware should be updated.

When shipped to customers, all of the FPGA should be running the latest firmware.

Each of the documents referenced contains the procedure to update all of the FPGA at once. See section#4 of any of the 3 documents.

This single .pkg file contains the FPGA images for all of the components (CMIOU, SWU and SP/SPP).

When replacing a SWU, the SWU FPGA firmware should be updated.
