Goal

Why is DSR sending re-transmission messages

Solution

When the DSR is responder only a re-transmission will be generated if the following conditions exist:
The SCTP SACK Delay timer value of the far end device plus the transmission delay between the DSR and the fare end device exceeds
the value of Re-transmission Timeout Minimum (RTO.min) Value for a connection configuration set for that connection.

The best way to resolve this is to have the far end reduce the SCTP SACK timer value.
This new value plus the transmission delay value must be less then the value of RTO.min for a connection configuration set for a connection.
