Goal
Link load is not balanced on the two SGSN linksets.
Solution
Check the SLKTPS value of both problematic linksets.
If one linkset has higher SLKTPS and other has less; then load cannot be balanced.
Make sure both the linksets have equal number of links that are up and have equal traffic capacity.
