If OAM IP Feature is not ON; you can simply telnet to the Eagle IPSM Card:
telnet

If OAM IP security feature is ON; you can run following command:

ssh –f –N –L 50200:127.0.0.:23 <IPSM IP Address>; telnet 127.0.0.1 50200

This is similar to puTTy tunnel but instead of doing different settings in puTTy; it is run in a single command line.
