Solution

Focusing On association: assocname
The link is in restricted state which means some traffic is passing but one of the paths is not up for a multihomed association.
In this case; the ARHOST is not reachable.
This is confirmed through ping and traceroute results.
Check that the IP information is correctly entered for this association and that the path is okay.
Also check in far end if this association is created as a multihomed association or not.
