Solution

Problem Description:
It is a stuck alarm due to a race condition. BugDb 19112198 --  Fixed version: 6.0, the workaround to clear the alarm is to restart ProcWatch.

Workaround steps:
Non-Intrusive commands to be executed on MP:

1.  Log into the MP via CLI.
2.  Execute command:  pl | grep -i ProcWatch  (note PID on ProcWatch)

3.  Execute command:  pm.set off ProcWatch
4.  Execute command:  pm.set on ProcWatch

5.  Execute command:  pl | grep -i ProcWatch  (note PID on ProcWatch changed from step 2)

6.  Exit MP CLI.

7.  Verify Alarm Event 31207 has Cleared from OAM GUI.
