The Cisco switch is down after Cisco switch FAN removal on X4-2 system.

Problem Description

The Cisco switch will shutdown in 120 seconds after X4-2 cisco switch FAN removal.
In other words, it is necessary to perform the Cisco switch FAN active exchange within 120 seconds.
