Goal
User followed the procedure to create a new user on the EMS, the user gets created but the script to configurate the netboss menu gives me a permission denied message.

/u01/app/netboss/bin/configure_user_for_netboss: Permission denied.
The user created on the EMS are not available to configure on the webtop security application.
Solution
the file configure_user_for_netboss is of size 0.
New file to be sent via ftp in binary format.
Then chmod 777 to allow it to be used by all users.
For second question:
In Security admin add user with user ID that was used for creating user in unix:
Security>Edit users>Add>enter user id>Save
