Goal

Eagle is not sending Backup VIA FTP to EMS because it does not receive the ICMP response from far end (because of blocked ICMP messages on the network).

Solution

The behavior is as expected.
 
Bypassing the backup DB server reachability verification on Eagle is not a good idea.

The backup DB server reachability verification was added for a purpose and disabling it can have additional negative consequences.

If the user is looking for design change on Eagle to change the existing method for doing FTP server reachability verification, then the request needs to be routed through sales.
 
However there is a workaround:
Allowing ICMP from unknown host may cause security issues.

However if ping is allowed between 2 known IP hosts in the customer network; that will be enough.

So probably customer can allow ping between the Eagle and customer FTP server to resolve this issue.
