Goal

When power testing the PDU display becomes blank.

when we switched off the circuit breaker for the outlet Group C or D supplies the display on the PDU within the Oracle cabinet went blank, this normally only happens when all the supplies are switched off to the PDU. We changed the order that we switched off the circuit breakers to double check and every time we switched off outlet Group C or D supply the display went blank but the power was still connected from the other supplies.

Solution

Oracle PDU input 1 supplies the power to the monitor circuit in each PDU (A and B) in addition to supplying power to a number of the servers in the rack.
The PDU monitor does not have power supply redundancy unlike the servers, so it is expected that it will turn off display when the breakers supplying input 1 on that PDU is turned off.

If the systems are redundant properly, the other PDU will still be running so nothing will shutdown which is why you see systems are UP.  The servers and switches plugged in to the PDU shut off will lose power on one PSU and will show fault, make sure you leave it long enough (switched off the circuit breaker for the C or D) for ILOM to notice and light the fault LED. After some time collect ILOM snapshot form one of the nodes which are connected to the Input 1 Groups (C or D).

Also check the ping and browser response to the PDU if configured on the network, after PDU input 1 is turned off and on.
