Goal

Measurement reports sometimes did not reach the EMS server from Eagle.
During this time; Following FTP failure UAMs are observed:

Solution

NOTE:
PR 210233 is already for this issue and is resolved in Eagle Release 44.0.0-64.23.0

However specifically for this customer; they had Integrated Measurements which means MCPM cards are not required to send the measurement data to EMS. However; they are still in system. They may be causing issues due to which The OAM cards are not able to transfer files properly. So I requested below mentioned steps.
1. Remove card 1101 and 1103 from the system
2. Run following to check which OAM card is active and which one is standby
a. rept-stat-card:loc=1113
b. rept-stat-card:loc=1115
Currently I see 1113 is standby and 1115 is active on this STP. In next steps; I will use them as examples
  1113 133-038-017 E5MCAP OAMHC IS-NR Standby -----
  1114 ----------- E5TDM IS-NR Active -----
  1115 133-038-017 E5MCAP OAMHC IS-NR Active -----
  1116 ----------- E5TDM IS-NR Active -----
 
3. Run following on standby card first
a. init-card:loc=1113 (where 1113 is location of Standby card found in step2)
4. Wait for system to come back to DUPLEX mode
5. When system is back to DUPLEX mode; run following on active card:
a. Init-card:loc=1115 (where 1115 is location of active card found in step2)
6. Wait for system to come back to DUPLEX mode
7. Wait for 15 minutes
a. rtrv-log:num=100:snum=1251:enum=1254
8. Check if alarms are not appearing now for FTP failure
