Solution

As explained on Brocade community "SFP voltage below Low Threshold"

You have to check the data sheet of your SFP if the reported values are within the technical specs or not.
FabricWatch reports some defaults which may not fit to this specific SFP.

On our case, from switchshow command we can see the slot and port number for index 16 and 25 :

That SFP is equivalent to the "FTLF1319F1xTL" model
Based on Finisar web page, on the Product Specification for SFP FTLF1319F1xTL the Supply Voltage range goes from 3.00 to 3.60 volts , and Current values reported by fabric watch are around 3.14 volts, that means we should not worry about it.
