Solution

The default format of volrpt has a column labeled "Attr. Type/Media".
Type="D" means "data"; "S" means "scratch"; "C" means cleaning.

A 'set scratch' command in cmd_proc will cause the "S" (scratch) attribute to be assigned to
the volume.
