Goal

Customer had query on USB device boot order.

USB device goes to bottom of the boot devices in the "Boot Device Priority list" when physically removed and reinstalled

Solution

This is perfectly as per the BIOS specification for these systems.

The re-enabled and added devices will appear at the bottom of the Boot Priority Menu.

USB device boot order would change to default if we at anytime disconnect the USB device when power is on. The BIOS Boot->Device Priority Menu will "lose" the USB entry in it when no USB device is connected and if the system is rebooted.

If we later reconnect the USB device, the USB choice will appear at the bottom of that list when the BIOS boots.

That is Industry Standard Procedure. If you do not want the USB entry in the Device Priority Menu to move or disappear entirely, the USB device must be connected all of the time when power is on. If you disconnect the USB device while power is on, then even if it is reconnected before reboot, the USB controller will notice that the device was unplugged, and then the order will change before the next boot. Certainly, if you unplug the USB device, leave it unplugged, and then reboot the server, the menu will have no USB choice in it at all. If you leave it connected all of the time, the USB choice in the Device Priority Menu will always remain in the menu and in the same order location that it was placed in last. Again, that is how all x86 BIOS's function.
