Goal

Does partitioning effect whether the whole library will go down?
Does library configuration determine whether the library will go down with a hand failure?
Does library go inoperative if one hand goes down?

Fix

Steps to Follow
Library may or may not go inoperative, meaning both sides of the library, if one hand stops working. Depending on how the library is configured will make the library go down or stay up.  If the library is configured as one library, yes, the library will stop working.  If the L1400 is configured as 2 separate libraries then only one side should go down.

Partitioning can also determine whether the library goes inoperative.  The customer does not want to have cells on one side of the library partitioned with drives on the other side of the library.
