Symptoms

 ODB Info(odb-Data) In ISD Is Incomplete When ODB Barring (AllOGWhenRoamingOutsideHPLMNcountry)Is Added On a Attached Subscriber In HLR.

Changes

 Problem is observed only with subscribers which are provisioned with ODB barring (AllOGWhenRoamingOutsideHPLMNcountry) in registered/attached state. No problem is observed with fresh location updates.

Cause

 Software functionality is not working as expected. This is a known issue, but can't be fixed as this HLR release is end of life. 

Solution

This is a known issue in HLR and has a workaround. The ISD after the next Location Update will contain the necessary ODB data
when the same subscriber performs fresh location update, barring information is passed to VLR with both fields "subscriberStatus: operatorDeterminedBarring (1)" as well as "odb-Data".
