Symptoms
ES1-24 port is stuck in the down state and will not recover by running shut and no shut on the port.
Cause
Bugs Fixed in 1.3.1.19 patch:

Bug 22993414 - Repeated link resets can cause interface link to get stuck.
Solution
Download and install Patch 17050841: ORACLE SWITCH ES1-24 1.3 which has 1.3.1.21 or later firmware to fix known issues with ports that get stuck in the down state.
