It is registering "symbol error frames" which usually is indicative of a hardware issue. Since the switch only shows 1 reset for that port, it would appear that the issue is on the blade. Perform following steps:Move the blade to a different slot and see if the problem follows the blade to a new slot.
clear ip counters gigabit 0/3
If the problem moves with the blade, then blade will need to be replaced. Else it would be the switch that may have a bad port and would need to be replaced.
