Symptoms
After patching, server doesn't reboot unless power cycled

Cause
Bug 15813133 reappears when firmware 8.4.2.c is loaded.
Solution
It appears that firmware 8.4.2.c had this problem but an upgrade to 8.9.5.a appears to fix this problem. Engineering indicated that a major code rewrite occurred between these 2 versions which is most likely responsible for the fix.
