Cause
The problem is due to the fact that the fix for BUG 20424744 is not available in R46.0.0. The fix is available only in R46.0.1 and later.
The the reason for GETREL to fail in R46.0.0 as there is a change in the size for BLMCAP file in source and target release

Solution
- Suggestion is to first upgrade the sites from R46.0.0 to R46.0.1 (or R46.0.3) and then to R46.3.
- work-Around In case to keep the current Upgrade Path (46.0.0-65.26.0 to 46.3.0.0.2-68.28.0)
- Downloaded EAGLE R46.0.1.0.0 from OSDC
- Uncompressed "V76434-01.zip" to get OAMHC.ELF (Version 135-026-026)
- Renamed OAMHC.ELF to TOAMHC.ELF and copied on to EAGLE R46.0.0 removable drives
- Rebooted EAGLE R46.0.0 OAM with removable drives (prepared in above step) inserted.
- Downloaded R46.3.0.0.1 software from the UUSB using GETREL command
- Then changed the OAMHC on EAGLE OAM disk with Version 135-026-026 to make it approved (this step was done to avoid unexpected OAMHC GPL alarms during further upgrade procedure)
- Please, follow normal Eagle Health Check and Software Upgrade procedures to complete the activities.
