Symptoms

1. Local zone ontpanp0bdv21 cannot start the interface after rebooting

2. ip-interface-management is in maintenance

svc:/network/ip-interface-management:default (IP interface management)
State: maintenance since Sat Mar 18 01:10:31 2017

3. "svc:/system/utmp:default" is in maintenance

4. /var/adm/messages is not getting updated

Cause

On the local zone ontpanp0bdv21:

# ls -ld / -------------->> showed permissions as 700 and date Mar 17 16:57. It seems someone changed the permissions.

Incorrect permissions for "/"

Solution

Change permissions of "/" to 755

# chmod 755 /
# svcadm clear utmp
# init 6
