Symptoms
The RTDB restore is failing because the conversion is failing.
Cause
Conversion failing because of table file size. If the backup is compatible, but of a different table version, it will convert the tables after the restore completes. Part of that process is to check the size of the DN, IMEI, and IMSI tables. If any size matches the corresponding parameter, the convert will fail. In this case, DN table size matched the set parameter.
Solution
Restore with backup from site on EPAP 16.1
