Symptoms
The response metric sometimes does not work for Plugin version 12.1.0.7.0 on Oracle Enterprise Manager 13c Release 1.
Cause
The back-end logic uses an XML-RPC workflow connection, it is a known issue of ZFS Storage Appliance that sometimes the login throws a 'time out' exception, which fails the metric and response value.
Version 12.1.0.7.0 is an old version of plugin which uses XML-RPC workflow for certain functions.
Solution
The latest versions of plugin do not use XML-RPC workflows and use REST-API calls instead.
The ultimate solution is to upgrade Oracle Enterprise Manager and the plugin to latest versions.
Latest Enterprise Manager version : 13c Release 2.
Latest Plugin version : 13.2.2.0.0.
As a workaround till the upgrade to latest versions cannot be done, install the attached Plugin patch fix version 12.1.0.8.0.
Since it is an upgrade, there would be no downtime.

Steps to be followed from the guide -
1) Importing Plug-In Archives (Section: 18.6.1.4), import the attached plugin file.
2) Upgrading Plug-Ins Deployed to Oracle Management Service (Section: 18.6.3)
3) Upgrading Plug-Ins Deployed to Oracle Management Agent (Section: 18.6.5)
Note :
The response metric and the green up arrow are now based on a simple ping. (This is the case for all plugin versions going forward).
Earlier the Response was based on Ping and Credentials being okay. Now it is only based on Ping.
If the Credentials of an appliance are wrongly entered, the appliance would still be shown as up, if it is responding to ping.
But there would be an incident which mentions about credentials being wrong.
