Symptoms
The "act-upgrade:action=getrel" command is failing
Cause
This is a known bug when upgrading from R46.0 to R46.3 : BUG 20349858
We are facing problem for the R46.0.0 to R46.3 upgrade path.
The GETREL for target R46.3 is failing in R46.0.0.
Problem is due to the fact that there is a BLMCAP file size change between R46.0.0 and R46.3 releases and fix for Bug 20424744 is not available in R46.0.0.
Same BLMCAP file size difference is there between R46.0.1/R46.0.3 and R46.3 releases Or R46.2 and R46.3 releases.
However the fix for Bug 20424744 (available in R46.0.1 and later) / BUG 20349858 (in R46.2) will take care of the BLMCAP file size change.
Solution
It is not possible to directly upgrade from R46.0 to R46.3.
It must be first upgraded to R46.0.3 or R46.2 and then to 46.3.
