Cause

There is a protocol field which is wrong in the received packet.
Because this is the meaning of the error message plus the fact that Eagle is discarding the message.

Solution

To configure the Network Appearance properly.
Modifying "Network Appearance" parameter's value as "0" for ITU-N Point codes solved the issue : ent-na:type=itun:na=0
