One link is OOS, after to the upgrade to R46.3

Cause

The links had been manually deactivated

It is indicated in the rept-stat-card : DSBD=Disabled

Solution

The SLK has to be allowed  :

> act-slk:loc=3207:port=a

> rept-stat-card:loc=3207:mode=full
