Cause

STP01 is an international STP, it is likely receiving MSUs from an international platform with wrong SIO values

Eagle has no reason to peg the counter without receiving invalid SIO. This is not an Eagle issue

Solution

SIO=c3 means National spare network and SCCP.

The platform 2808 is using an SIO=spare national whereas the PC 2808 and PC 3091 are not spare national but likely national PC.

The issue has to be checked on the platform 2808, why do they send this SIO value ?
