Symptoms

Unable to connect to PDBA.

Error: New connection attempts are being refused by the PDBI.

 

Cause

When a connection in opened and in a silent state, connection must be terminated before a new connection can be made.
A hung connection will cause the new connection to be rejected by PDBI

Example of a silent connection shown below in the output of listPDBIConns.pl command issues at epapdev prompt.

Solution

Restart PDBA software to kill the hung connection.
