The error above may be misleading.
ping and traceroute to inv-cs.oracle.com, transport.oracle.com, asr-services.oracle.com works fine for port 443. But the wget and ssh do not work for the above mentioned hosts.
CauseProxy configuration in customer environment is not valid.
SolutionCustomer needs to check their firewall rules and allow port 443 to be opened for outbound/inbound traffic for inv-cs.oracle.com, transport.oracle.com and asr-services.oracle.com.
