Symptoms

Phone home registration fails with error transfer rate too slow.

 

From <supportbundle>/logs/scrk_curl.txt :

* About to connect() to inv-cs.oracle.com port 443 (#0)
* Trying 129.157.65.14... * Timeout
* connect() timed out!
* Closing connection #0

The error above may be misleading.

 

ping and traceroute to inv-cs.oracle.com, transport.oracle.com, asr-services.oracle.com works fine for port 443.

But the wget and ssh do not work for the above mentioned hosts.

 

Cause

Proxy configuration in customer environment is not valid.

 

Solution

Customer needs to check their firewall rules and allow port 443 to be opened for outbound/inbound traffic for inv-cs.oracle.com, transport.oracle.com and asr-services.oracle.com.
