Symptoms

Congestion events are observed on 2 linksets toward the same far end
The links are bouncing every minute

Cause

The far end is having congestion
 
Many "Link Signaling Busy" messages are regularly received :

Solution

There is nothing to do on the Eagle side. The issue has been solved on the far end by increasing the MAXSLKTPS capacity of the links which was too low for the sudden experienced peak of traffic.
