Symptoms

When taking down the IP port B of the card 1106, the association continues to say it can reach the far end instead of becoming restricted.
When deactivating the IP port A of the card 1106, the association can no longer reach the far end and the association becomes restricted. This is the expected behavior.

Cause

The use of the command "dact-ip-lnk" should not be used.
 
The command dact-ip-lnk is not necessary reliable (Bug #19102709)
 

Solution

Creating a loss of the secondary path by removing the Ethernet cable will create the restriction of the association as expected
