Symptoms

Low speed Links on card fluctuating.
Expected Behavior: Links should stay stable
Impact: Link fluctuation can cause traffic issues between destinations

Cause

rtrv-log shows UAM 0203 - REPT-LKF: lost data
This points towards issue with physical layer of link
 
EVIDENCE OF CAUSE
---------------
There are multiple SIOS in l2stats (rept-stat-slk:l2stats=both:loc=4303:link=a1)
There are UAM 0203 present in the rtrv-log for the link
Both mean that there is MSU loss at transport layer (physical layer)

Recovery
1. Check the physical connections to the signaling link.
2. Using an analyzer, test for level 1 and level 2 functions.
Follow local procedures to test and return links to service.
