Symptoms
DB Level not increasing on Eagle DSM cards.
Cause
Undetermined
Solution
1) Logging into the GUI of the Active EPAP (which was EPAP B)
2) Activating "Forced Standby" to make EPAP B "Standby". This caused EPAP A to become active and start updating the cards.
3) Removing the "Forced Standby" from EPAP B, once the cards caught up.
