Symptoms

Some LSNs are bouncing between status "prohibited " and "allowed"

Cause

- According to the provided logs, we can see that both SLKs of the linkset "hpssm01" toward the MSC s-1234 received a management message from the MSC :

  ****16-03-19 15:20:37****
  3693.0243 ** SLK 3316,B REPT-LKF: rcvd remote mgmnt initiated
  ****16-03-19 15:20:37****
  3695.0243 ** SLK 4107,B REPT-LKF: rcvd remote mgmnt initiated

 This UAM 0243 indicates that the MAAL layer (not a user) on the far end released a link.

- This UAM 0243 is experienced almost every minute. The SLKs on both Eagles are indeed bouncing between In-Service and "rcvd remote mgmnt initiated" status.

- as both SLKs of the linkset were impacted, and the backup route was thru the mated Eagle which experienced the same issue, you had no more route to the MSC s-1234 and you experienced a traffic impact.

Conclusion :
- The issue was not on the Eagle side but on the MSC side which was almost every minute releasing the link.
 

Solution

Once the issue is  fixed on the MSC side, the UAMs will cease
