 Qlogic FC driver should allow maximum 254 NPIV ports when SR-IOV is not enabled

Cause

You are most likely running into: Bug 21963495 - Qlogic FC driver should allow maximum 254 NPIV ports when SR-IOV is not enabled

Currently the maximum NPIV ports is 7 even when SR-IOV is not enabled in the new firmware/driver.
This is very restrictive and a serious regression with prior (non-SRIOV)
implementation, which allows 254 for the maximum NPIV ports.
